| 内容記述 | 人はなぜ生きなくてはならないのかが、いま問われているのではないだろうか。出生率の低下がとまらず、それと呼応して世界でも類を見ない速さで高齢化が進んでいる。このままでは経済規模が縮小して産業が停滞するだけでなく、年金や医療等の社会保障にまで大きな影響が出ることが懸念されている。高齢化は長生きができるという意味でもあるから (痴呆や寝たきり老人等の対応は別として) 喜ぶべきことに違いないが、少子化についてはこのままでよいとは言い切れない。それは、人間の「いのち」が有限であることから、その「いのち」を次の世代に伝えていかなければ社会の存続そのものを左右しかねないからである。そのため、政府もさまざまな対策を講じてはきたが、期待したような成果はあがっていない。その原因はどこにあるのだろうか。例えば、それは保育政策からも感じるところであるが、いわゆるハード面にばかり目を向けすぎているように思われる。つまり、働く母親が困っているから保育所を増やせば少子化は解消できるといりた認識が強い切ではないだろうか。もちろん保育所という受け皿は必要であるが、重要なことは「生まれる (生む)・老いる・病む・死ぬ」という人間の生命の本質に目を向け、男女共同参画という新しい社会における生き方を問い直すことであろう。そのことを脇に置いたままで少子化対策を進めても、根本的な解決にはならないことがこれまでの経過から見えてきた。そこで、これまでの対応をふり返りながらその方向を探ってみることにする。 "why do human beings have to live?" I think this is the question that is asked now. The brake cannot be applied to birth rate and in response to it, the growth of an advanced age has been speeding up most in the world. If things go on as they stand, not only the scale of economy would be reduced but also industry itself would be stagnated. Moreover, social security such as annuity and medical care would be affected. To change for the better, government has considered various counterplans but good results haven't been obtained contrary to expectations. I think the reason for that is that government has made efforts only within the limit of the nursing policy. Nursery schools are of course necessary for people to bring up their children while they work, but what is important is that we must pay attention to the essence of human life : "we are born, get old, become ill and die" and that we must consider our way of living in the new live and work in collaboration. If it is left out of consideration to develop new countermeasures against few children, fundamental solution of the issue will not be obtained. Therefore, I am to search for the future course, looking back upon the past. | |||||
